An update of the Policy framework report from 2025

This report provides comparable and up-to-date information on how migrant and refugee integration is steered, organised, and implemented across the Nordic countries. Building on the Policy Frameworks for Migrant Integration report published in 2025, it outlines recent strategic directions and developments in Nordic integration policy.

Assignment

The report maps how responsibilities for migrant integration are distributed among ministries, national agencies, and local-level actors in each Nordic country. It presents current policy frameworks and recent legislative developments, alongside key integration measures such as introduction programmes, settlement systems, language training, and employment-related support.

A dedicated section examines civic orientation courses across the Nordic countries, providing a comparative overview of how these are organised, regulated, and delivered. The section highlights differences in target groups, content, duration, and responsible authorities, as well as emerging approaches to civic orientation as part of integration and early settlement support.

Objectives

The report aims to:

  • provide a comparable overview of integration governance and policy developments across the Nordic countries
  • describe how responsibilities for migrant integration are organised at national and local levels
  • compare key integration measures and recent legislative changes
  • examine how civic orientation courses are designed and implemented across the region
  • support cross-country learning and policy dialogue through a comparative Nordic perspective

The report includes a comparative overview table, available as a PDF, designed as a practical reference tool for policymakers and practitioners. It concludes with a comparative summary across the Nordic countries and an overview table that facilitates comparison between countries.

Project Organisation

The project will be carried out in 2026.

Background

The data will be collected through desktop research conducted between May and September 2025, including reviews of official government websites, legislation, policy documents, and reports from relevant national authorities.

The research will be complemented by expert interviews in each country to validate and complete the information.
