An update of the Policy framework report from 2025
This forthcoming report will provide comparable and up-to-date information on how migrant and refugee integration is steered, organised, and implemented across the Nordic countries in 2026. It will be an update of the Policy Frameworks for Migrant Integration report published in 2025 and will outline recent strategic directions and developments in Nordic integration policy. The report will include a comparative overview table, available as a PDF, offering a quick reference tool for policymakers and practitioners.
The report will map how responsibilities for migrant integration are distributed among ministries, national agencies, and local-level actors in each Nordic country. It will present a snapshot of current policy frameworks and recent legislative developments, alongside practical insights into the implementation of key integration measures such as introduction programmes, settlement systems, language training, and employment-related support.
A new element in the 2026 update will be a dedicated section on civic orientation courses. This section will provide a comparative overview of how civic orientation is organised, regulated, and delivered across the Nordic countries, including differences in target groups, content, duration, and responsible authorities. By highlighting similarities, variations, and emerging approaches, the report will contribute to a deeper understanding of civic orientation as a core component of Nordic integration policies and early settlement support.
The report will conclude with a comparative summary across the Nordic countries and an overview table designed to facilitate cross-country learning and policy dialogue.
The data will be collected through desktop research conducted between May and September 2025, including reviews of official government websites, legislation, policy documents, and reports from relevant national authorities. This will be complemented by expert interviews in each country to validate and complete the information.
