The highest rates can be found predominantly in insular municipalities of Finland (e.g. Kustavi) and Denmark (e.g. Læsø) and in a rather large number of rural municipalities in Finland (e.g. Luhanka) and along the Finnish-Swedish border (e.g. Pajala). The lowest rates can be found in both Greenland and most of Iceland as well as in the largest urban areas in Denmark, Finland, Norway and Sweden.
